Primary/ secondary mental health integration demo project

About the project

Overview

The purpose of the Primary/Secondary Mental Health Integration Project was to facilitate service development by showcasing successful implementation of mental health and addiction initiatives delivered in primary care settings that improve people’s access to services, improve continuity of care, and reduce duplication of effort. The project began in early 2010.

The initiatives demonstrated in this project were:

  1. e-notes sharing
  2. specialist telephone advice to GPs
  3. more comprehensive primary/secondary integration

Demonstration sites

The five demonstration sites were: 

  • Wairarapa and West Coast - for all three demonstration areas
  • Midlands (Taranaki) and Canterbury - for specialist telephone advice to GPs
  • Alliance Health Plus (AH+) - for electronic notes sharing

A Ministry project team worked with the mental health and addictions implementation teams in each of the demonstration sites to support implementation of their primary/secondary mental health and addictions integration initiatives and to facilitate the sharing of their experience with the sector.

The way forward

From a Ministry of Health perspective the key learnings identified in the Primary/Secondary Mental Health Integration Project will be used in supporting the sector to move towards a more integrated mental health and addiction service.

The Mental Health and Addiction Service Development Plan 2012-2017 will provide direction and specific actions on integration between primary care and specialist services with emphasis on a stepped care approach. It is a framework for implementing previously agreed government priorities, and incorporating key themes from the former Mental Health Commission’s June 2012 document Blueprint II: Improving mental health and wellbeing for all New Zealanders: How things need to be.
